One of our local doctor friends says a major contributor to the famine is Qat (an imported green leafy stimulant). Many of the men who used to be the nomadic herders and knew how to keep a herd/flock healthy through the dry season are addicted to chewing. The woman and in most cases children tend to be the ones in charge of the animals now. The understanding and foresight of those gone before has been lost and not handed down.
